The Equity-Conscious Language and Literacy (ECLL) Framework is designed for teachers, coaches, school and district leaders, governance teams, and organizations working to strengthen literacy learning across classrooms, schools, and systems.

What is Equity-Conscious Language and Literacy?

Equity-conscious language and literacy recognizes literacy as more than reading and writing. It encompasses how students listen, speak, read, write, communicate, and make meaning.

Grounded in the Science of Reading, multilingual learning, culturally and linguistically responsive instruction, and high-leverage literacy practices, ECLL builds on students’ identities, languages, cultures, knowledge, and strengths to develop powerful readers, writers, thinkers, and communicators.

At the center of the framework is Culturally and Linguistically Responsive Instruction—grounding literacy learning in students’ identities, cultures, languages, lived experiences, and ways of making meaning.

• Building for Belonging — Creating learning environments where students feel seen, valued, connected, and capable.

• Connecting Community Learning — Connecting learning to students’ families, communities, cultures, experiences, and the world beyond the classroom.

• Cultivating Reflective Practice — Using reflection, evidence, inquiry, and feedback to strengthen teaching and respond to student learning.

• Teaching for Mastery — Building the knowledge, skills, confidence, and agency students need to become powerful readers, writers, thinkers, and communicators.
